Making a project blocker visible
A blocker should explain why the next stage cannot proceed and what would resolve it.
A practical approach
Record the dependency, its owner and the latest known status. Separate a task that is merely unfinished from one that prevents other work. Review the blocker when new information arrives. Avoid repeatedly changing its date without explaining what changed; that makes a dashboard look current while the underlying problem remains unclear.
