A practical approach
Say who you are, why you are there and ask whether it is a suitable time for a brief conversation. Keep the introduction short enough to understand without interruption. If the resident declines, respect the answer and record the appropriate disposition. Do not describe a sales visit as an official inspection, utility requirement or government appointment.
