A practical approach
Make the review stages explicit in the dealer workflow. Sales can document preferences and constraints; the appropriate technical reviewer confirms the scope. Flag changes that require the customer to revisit a decision. Keep preliminary material labeled so it is not mistaken for an approved design or a final installation instruction.
