Separating price from scope in a proposal review
Two prices are not comparable until the work and assumptions behind them are clear.
A practical approach
Create a side-by-side scope list before discussing which option costs less. Include what is included, excluded and still subject to review. Ask the customer which differences matter to their goal. Do not describe an incomplete alternative as equivalent just because its headline price is easier to present.
